Smoked Sausage and Potato Bake

8 Yukon gold potatoes, quartered

1 green bell pepper, diced

1 yellow bell pepper, diced

2 tablespoons butter, cut into small cubes

1 teaspoon oregano

1 teaspoon basil

½ teaspoon black pepper
